Connecticut:
Winners is licensed and regulated under the Connecticut Lottery Corporation for pari-mutuel wagering within the state. Betting is conducted through officially approved, state-regulated channels under Connecticut law.
Geo-Location:
All betting is geo-fenced to ensure compliance with local and state laws. Use of VPNs or location-masking technology is strictly prohibited and may result in account suspension.
Other Eligible States:
Outside of Connecticut, Winners operates under a multi-state license held by Lien Games Racing LLC, a licensed Advance Deposit Wagering (ADW) provider based in North Dakota. Lien Games is authorised to provide online pari-mutuel wagering in over 35 states. All betting through Winners in these jurisdictions is processed via Lien Games Racing LLC and fully complies with applicable state-specific ADW laws and regulations.
You must be physically located in a state where ADW wagering is legal in order to place bets.
Age Requirements:

A few habits keep betting where it belongs, as something you do for fun with money you can afford to lose:
Set a budget before you start, and stop when you hit it.
Treat racing as a night out with friends, not a way to make rent.
Notice when you’re chasing a loss instead of enjoying the next race.
Take the win, or the loss, and walk away when it stops being fun.

Tools to Stay in Control
You can set real limits on your account, and once they’re set, MyWinners enforces them automatically.
Deposit limits.
Cap what you can put into your account daily, weekly, or monthly. Once you hit the number, deposits stop until the next period.
Wagering limits.
Cap how much you can bet in a given stretch of time.
Time limits.
Set how long you can stay logged in or actively betting before you’re prompted to take a break or logged out automatically.
Cool-off periods.
Step away for 24 hours, 7 days, or longer, your call.

Self-Exclusion
Sometimes a cool-off period isn’t enough, and that’s fine. Self-exclusion lets you close your account for 6 months, 1 year, 5 years, or permanently. Once it’s active, it can’t be undone until the period you chose is up, and any pending bets at the time stay valid, but no new deposits or bets go through.
Some states also run their own statewide exclusion registries that go beyond MyWinners and cover other legal betting sites and venues too.

It’s confidential, and it won’t touch your credit or show up on any public record.
